Since 2022 Türkiye's Presidency of Migration Management (Göç İdaresi) has limited new foreign registrations in neighbourhoods (mahalle) where the share of foreign residents exceeds a set threshold. For anyone buying or renting in Alanya or Antalya, the key rule is simple: a residence permit is issued for a specific address, not for a city, and the neighbourhood's status is checked on the date you apply, not the date you buy.
How the restriction works
- The unit is the mahalle, not the district. Neighbouring buildings can fall into different mahalle. The name used in an advert may not match the official neighbourhood on the title deed.
- It affects new registrations. It mainly affects first short-term permit applications and address changes into a closed mahalle. Existing permits are not cancelled because a neighbourhood closes.
- You can still buy. A foreigner may buy a flat in a closed mahalle but usually cannot obtain a new permit at that address while it is closed.
- Status changes. A complete current list is not always published; a closed address usually shows up in e-İkamet or during address registration.
Alanya: what changed in 2026
Mahmutlar, Kestel, Avsallar and Kargıcak were closed to new permits for a long time. In early June 2026 local press and Alanya business chambers reported that they had reopened to new applications. Implementation details are set by the Migration Management, and the status can change again, so check each address right before you apply. Market sources also listed central Alanya, Oba, Tosmur, Cikcilli, Türkler, Konaklı, Payallar and Demirtaş as open in 2026; treat this as guidance, not a guarantee.
Antalya, Manavgat and Gazipaşa
In Antalya, restrictions have at times covered certain neighbourhoods of the central districts; 2026 sources mentioned, for example, Liman, Hurma and Sarısu in Konyaaltı. How to check an address before you buy or rent
- Confirm the exact mahalle from the title deed or the address registry (UAVT).
- Check the status when preparing the e-İkamet application or with the migration office.
- Add a clause to the preliminary or rental contract so the deposit is refunded if the address is not accepted for a permit.

If you already hold a permit in a closed neighbourhood
A closure does not end an existing permit. Renewals at the same address are usually considered in practice, with the decision taken by the migration office on all conditions. Moving into a closed neighbourhood is riskier: an address change must be reported within 20 working days and a closed address may not be accepted.
